Richard Luong
Vice President of Development
Richard Luong is the Vice President of Development at Equal Justice Works. In this capacity, he serves as the strategic and operational lead for the organization’s advancement initiatives.
He began his career in environmental litigation representing citizen groups adversely affected by natural gas drilling in Pennsylvania, and later transitioned to non-profit management, most recently overseeing strategic advancement at Rising for Justice.
A son of Vietnamese refugees, Richard leads an initiative to document and map the journeys of the Vietnamese diaspora through the non-profit, Vietnamese Boat People, where he is a Board member. He is also the co-founder of the Hampton Roads-based CAN Foundation, Board member of the National Conference of Vietnamese American Attorneys, and the past co-Chair of the College of William and Mary’s Asian Pacific Islander Middle Eastern Advisory Board.
Richard is a 2024-25 National Asian Pacific American Bar Association (NAPABA) Leadership Advancement Fellow, and serves on NAPABA’s Civil Rights Committee, co-chairing its subcommittee on public interest careers.
He has been recognized as a 40 Under 40 honoree of both the Washington Business Journal and Inside Business, a 50 Unsung Heroes honoree of Asian Hustle Network, and as one of the 100 People to Meet by the Virginia Business Journal.
Richard received his J.D. with public service honors from New York Law School, and holds a B.A. in Government and Economics from the College of William and Mary. He is licensed to practice law in Virginia.
